Calls are reported as not being received.

Microsoft sends back a Q.850 Reason code:

Reason: Q.850 ;cause=25 ;text="6e2f7ebc-e6c5-4cd8-b0e7-b3de7bc35497;Forking loop detected."

Explanation of Behaviour

This is often related to the user having some form of forwarding configuration, resulting in the call presenting itself multiple times.

This results in a loop situation.


Identify where the user or the call flow is branching out and back in again (such as a call forward that goes back to the Auto Attendant group or the user themselves) and remove it. 

Users may divert calls to themselves to ensure they are unavailable to the Auto Attendant group. This can be the cause of this issue.
